The proposed $19.7 billion budget contains hundreds of millions of dollars in spending cuts to the two-year, $40 billion budget passed last year, the Connecticut Post reported.

Speaker of the House Brendan Sharkey stated that the proposal includes no new taxes or borrowing and no withdrawal from the $400-million emergency reserves in a news conference outside the Senate chamber, said the Connecticut post.

The proposal would continue the current plan to layoff at least 2,000 state employees and calls for non-union wage freezes, a $125,000 pension cap for non-union employees and increases in drug co-pays, reported the Connecticut Post.

Malloy's spokesman Devon Puglia said the proposal would not get the governor's support in its current form and is "too close to the status quo," the Connecticut Post said.

As previously reported, Fairfield Republicans proposed a 2017 "Pathway to Sustainability" five year plan that included education funding protection and funding for core social services
