At about 1:45 p.m. Monday, a Danbury police officer driving on Independence Way saw Jorge Tapia shaking a metal sign post owned by the city, police said. The concrete foundation of the sign post had come out of the ground, and Tapia was charged with criminal mischief and held on $500 bond, police said.
During processing, officers determined there was an active warrant for Tapia from a 2014 incident, police said.
Tapia was then charged with first-degree sex assault, illegal sexual contact, and conspiracy to commit unlawful restraint, police said.
He was held on $50,000 bond. A court date was not released. Police gave no further details on the 2014 incident but told the News-Times that the victim was a "juvenile female."
