Police said that they conducted a months-long investigation after receiving numerous complaints identifying a home on Linden Place as a drug house. Based on surveillance of the area and other investigative techniques, police said that investigators determined activity was consistent with drug trafficking. They were able to obtain search and seizure warrants for the home and its resident, 55-year-old Richard Cardwell.

Members of the Danbury Police Department Special Investigations Division, Community Conditions Unit and Patrol Division executed the warrant Thursday at around 8:10 p.m. Police said that while executing the warrant they were denied entry and had to force the door open.

After entering the apartment they found Cardwell in the bathroom, attempting to flush a large quantity of heroin down the toilet, according to police. However, due to the large amount of drugs, it clogged the toilet and was retrieved before it was destroyed, police said.

The package was found to contain 230 prepackaged bags of heroin, according to police. Another occupant of the apartment, 40-year-old Tijuana Brown, was in possession of heroin, crack cocaine and drug paraphernalia, police said. Both were taken into custody.

Cardwell was charged with two counts of possession of narcotics, possession of narcotics within 1,500 feet of a school, possession of narcotics with intent to sell within 1,500 feet of a school and interfering with a search warrant. He was held on a $100,000 bond. Brown was charged with two counts of possession of narcotics, possession of narcotics within 1,500 feet of a school and possession of drug paraphernalia. She was released on a written promise to appear in court.
